Ohio Senate Bill 164 has taken a stance that no other state has done. Ohio has specifically prohibited bodies of dead cats and dogs from being processed as pet food ingredients.
On December 14, 2022 the state of Ohio passed “Goddard’s Law”, Senate Bill 164 which states (bold added):
“(B) Pet food is adulterated if any of the following applies:
(2) It contains any animal remains from an animal that has been euthanized by the use of any drug injected intravenously or any drug injected through another nonvascular route.
(3) It contains any dog or cat remains, regardless of how the dog or cat died or was killed.“
This is a step forward, but at the same time Ohio does not prohibit the use of non-slaughtered, decomposing dead livestock or diseased livestock to be processed into pet food ingredients. Ohio does not require pet food label disclosure of non-slaughtered, decomposing or diseased animal ingredients in order for pet owners to know what they are purchasing.
And Ohio law defines a pet food as: “Pet food means any commercial feed prepared and distributed for consumption by pets.” Even though pet food is defined as a ‘feed’, Ohio allows products to be labeled as ‘food’ which misleads pet owners.
And what about all the other states? Dog and cat remains are illegal in dog and cat food in Ohio, but what about the rest of the US?
Again, this is a step forward. But much more is needed.

BIG MOVES Congratulations Ohio for taking an ethical stance on protecting our pets from ingesting other beloved passed-over pets. THANK YOU for this HUGE STEP FORWARD in the pet food (feed) industry. YOU have made a MASSIVE SHIFT in the movement of protecting our pets feeding rights. I am excited to learn of this amazing step forward…small steps leads to massive progress.
